At the southern end of California, Imperial Beach is arguably the most up and coming beach community in the state.  The City’s desire for redevelopment along its main thoroughfare created the opportunity for the Breakwater project to come to fruition.  Anchored by Grocery Outlet and Starbucks, and including many other dining and retail opportunities, and with an architectural character reflecting the inherent eclectic nature of beach town design, Breakwater has become the social hub of the community.
